Some characters fly through some form of telekinesis. Some characters fly through propulsion via boot jets. Some characters have wings. Some characters fly by manipulating the winds. While that power seems to be the same in all of those instances, it is not, and there are different limitations associated with each methodology.
The same thing is true of time travel.
