as far as Black Bolt inability to speak in Uncanny Inhumans goes, he has made big advances on his "speech in pubblic problem" lately. There used to be a time where even a Whisper was enough to atomize a city or break mountains, never mind a planet shaking one when Ronan forced him on Krithna! Nowadays, he seems able to whisper limiting damages to little buildings and even shout without murdering everything in a 3000 square miles radious. I'd say he might even speak normally whithin the decade!
