Say I'm an up-and-coming writer with some well-received indie books, and a Marvel editor gets in touch with me. Does s/he say "Hey, would you like to pitch a story for this Avengers anthology we are doing as an Event tie-in?" or do they say "Hey, like your stuff, is there a Marvel story you've been dying to tell?" If a creative team pitches an amazing STEGRON THE DINOSAUR MAN mini, do you publish it even if you don't think it will catch fire, or say "thats nice, but how 'bout a Hulk story first"
Well, there’s no one way, so all of the above are possible in their own way.
Typically, if I’m reaching out to somebody, it’s because I have a need and I think that they might be able to fill that need. So that might be “I have an Event tie-in” or it could be “Let’s do a HULK story” depending on what that need is.
At the same time, as that dialogue goes on, creators are always indicating what they’d most be interested in working on. And eventually, you come to a meeting-of-the-minds.
But I’m typically going to want to “road test” a creator on a shorter assignment first before giving them something that’s ongoing.
