When people use the term "street level" to refer to superhero comics, what do you take that to mean? Is it just "fights villains with limited powers" or is it more of a genre?

I think that, on a general level, the term is indicative of characters who deal with problems that exist on a City-wide level at maximum, rather than a nationwide or planetary or interplanetary level. A street-level character might battle corruption within city government, or a mob kingpin that controlled the underworld of a given area, but wouldn’t be involved so much with conspiracies to overthrow the US Government or threats from beyond the stars and so forth.
