There’s a lot of voodoo involved. And each instance is different. But typically, if it’s an issue or a run on some regular title, there’s some conversation between the editor and the writer as to who might be appropriate. Sometimes it’s about who might at that moment have an opening in their schedule and be a good fit, ad sometimes, it will be the most appropriate person that you can get given the schedule and what other people are doing. There’s also a question of costs, as you’ll need to balance the money you’ll need to pay the artist in question against the budget for whatever project you’re talking about–a top-selling title like AVENGERS or X-MEN can more easily afford a bigger name/more expensive artist than a lower-selling title can.
So James Stokoe doing that 100th ANNIVERSARY book was the choice of editor Jon Moisan, who was familiar with Stokoe’s work, and given the premise of the project, realized that he’d be able to do his thing without a lot of need to coordinate with other books or artists.
