It seems like making Quicksilver & the Scarlet Witch not really mutants would undermine the rationale of Uncanny Avengers and the Unity Squad. Without them, there are only two mutants on the Unity Squad and six non-mutants. Mutants had better representation on the Avengers by accident when Justice and Firestar were on the team.
