Approximately, what percentage of the time is it the editor picking the artist for a project rather than the writer picking the artist of that same project? Thanks for taking the time!

The editor is selecting the artist 100% of the time, as the editor is the one empowered to hire them. But this is typically done in conjunction and consultation with the other members of teh creative team, notably the writer.
