Who writes the solicits for the issues? Why does some solicits completely differ from what actually happened in the issue?

In most instances, it’s a combination of the writer and the editor.
And the reason that some solicits completely change is that people may not be absolutely certain about what they’re going to be writing when they have to turn them in, and then the story may change as they go.
